Environmental Complaints- Inspection and monitoring

The North Western Province Environmental Statute No. 12 of 1990 is enforced in the North Western Province pertaining to the environmental pollution control. In addition, the government has introduced and implemented some other laws and regulations with regards to the environmental protection & related matters. The industrialization is increasing in large extent even in the NWP. However it is important to manage the environmental pollution control on a par with the industrial development to achieve the goals of sustainable development.

The Environmental Authority of the North Western Province has taken a special attention for the environmental complaints and has opened a special counter for the such complaints in the PEA-NWP. The environmental complaints can be made to the PEA-NWP via e-mail or online, over the telephone, verbally or as written complaints. All such relevant complaints are documented and follow up action is taken.

The environmental complaints are elaborated as follows. .
  • I.Whether the relevant complaint comes under the purview of the Provincial Environmental Authority

  • II.Whether the complaint is made to an industry for which the EPL issued by the relevant Local Authority.

  • III.Whether the complaint is made to an industry which has obtained SCC/EPL or an illegal industry operated without an EPL.

  • IV.Whether the PEA-NWP has received previous complaints also for the same industry and action has been taken.

Following actions shall be taken subsequently. ,

  • I.Complaints that do not fall under the purview of the PEA-NWP will be forwarded to the relevant institution.

  • II.Complaints made against the industries delegated the power to the Local Authorities will be forwarded to the relevant Local Authorities.

  • III.All the other complaints are handled by the Provincial Environmental Authority.

Particularly for complaints to be dealt with the PEA-NWP, a site inspection is carried out by the officers with expertise for the subject and necessary details and information are collected at the site in order to take further action based on the observation and information gathered at the inspection.

  • Following actions shall be taken subsequently.

  • I.The PEA-NWP will call the complainant party and the industrialist for a discussion along with the relevant government institutions in order to come to an agreeable solution with all parties.

  • II.Established of monitoring committee comprised with government representatives from all relevant institution when necessary.

  • III. The industrialist will be directed to obtain technical consultancy from competent institutions in order to control the environmental issues arising due to the industry.

  • IV.Action is taken to suspend the industries with severe and uncontrollable environmental issues.

  • V. Legal action will be taken against the industries that violate the environmental norms and regulations without complying to the instructions of PEA-NWP.

Awareness & Training Programs


The main objective of the PEA-NWP is to create a better environment for the people of the NWP. This Authority believes such expectations could not be reached only by law enforcement, and therefore the awareness on environmental conservation is required in every categories in the community, such as school children, laymen and government officers etc. With the intention to fulfill that requirement, the PEA-NWP conducting awareness and training consulting programs for each and every categories of the society as follows.

  • I.Awareness program for school children

  • II.Awareness program for industrialists and entrepreneurs

  • III. Awareness program for government officers

  • IV.Awareness program for political leadership

  • V. Awareness program for media personnel


Additionally undergraduate student from most of the universities of the country are directed to the PEA-NWP for studying and training purposes. Under graduate students are directed to this authority by certain universities in every year as a partial fulfillment of their degree programme and such students are supervised by the officers of this authority with expertise for the task.
